The bill would amend the Family Code to add freestanding emergency medical care facilities licensed under Chapter 254, Health and Safety Code, to the types of locations at which a parent can leave a newborn and be exempted from criminal prosecution, but only if the trial for the offense occurs on or after September 1, 2015.The Department of Family and Protective Services does not anticipate any significant fiscal impact as a result of complying with the provisions of the bill.
