RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS S.B. 1301 amends the Water Code to make a technical correction regarding the number of members who serve on the board of directors of the Texas Water Resources Finance Authority and to specify that the board may hold special meetings on request of a majority of the directors. EFFECTIVE DATE On passage, or, if the bill does not receive the necessary vote, September 1, 2015.
