The bill would require the State Board for Educator Certification (SBEC) to establish a standard Junior Reserve Officer Training Corps (JROTC) Teacher Certification. The Texas Education Agency estimates a minimal cost to comply with the provisions of the bill.  Local Government Impact The bill would eliminate fees that school districts pay for emergency permits for JROTC instructors who seek the new JROTC standard certificate. Currently, districts pay a $57 fee annually for permits for these JROTC instructors. For everyone who moves to the new ROTC certificate, individuals would only pay $77 for an initial certification and then $20 every five years. Individuals may also incur a fee of $170 for a review of credentials, but that fee is unlikely. Individuals would pay for tuition and fees associated with enrollment in an EPP as well as the fee for registering for the Pedagogy and Professional Responsibilities exam.
