The bill would amend the Code of Criminal Procedure and the Government Code to repeal the grand jury commissioner system in which persons are appointed by a district court to serve as grand jury commissioners to summon persons to be considered for service on a grand jury. The bill would clarify provisions on persons qualified to serve, the appointment of alternate jurors, and when a judge may dismiss a juror from service.The Office of Court Administration indicates the bill's provisions are not anticipated to have a significant fiscal implication to the workloads of the judiciary. Local Government Impact No significant fiscal implication to units of local government is anticipated.
