                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            April 26, 2015      TO: Honorable Joan Huffman, Chair, Senate Committee on State Affairs      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB1437 by Zaffirini (Relating to the electronic filing of reports of political contributions and expenditures and of personal financial statements by certain officeholders and candidates.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend Election Code to require the Ethics Commission to develop software to be used by local filers of campaign finance reports and personal financial statements, when filing reports with local authorities. The Ethics Commission indicates that additional software programming costs could be absorbed within existing agency resources.  The bill would take effect September 1, 2015. Local Government Impact There may be administrative costs to units of local government; however, the fiscal impact is not anticipated to be significant.
