The bill would amend the Transportation Code relating to the disputed payment by a credit card or debit card of a vehicle registration fee. The bill would add new Section 502.1931 to direct a county tax assessor-collector who receives a payment from a person for a vehicle registration fee that is disputed by a credit or debit card company to certify to a sheriff or a constable or highway patrol officer in the county, after unsuccessfully attempting to contact the person to collect payment, that the payment is disputed.  The bill would direct the sheriff, constable, or highway patrol officer to find the person who made the payment if they are still in the county and collect payment.  If payment cannot be collected, the bill would direct the sheriff, constable, or highway patrol officer to remove the license plates and registration insignia from the person's vehicle and return them to the county tax assessor-collector. The bill would take effect September 1, 2015. Local Government Impact There may be administrative cost to counties to comply with the provisions of the bill; however, the fiscal impact would depend on the number of disputed payments.
