LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION April 22, 2015 TO: Honorable Larry Taylor, Chair, Senate Committee on Education FROM: Ursula Parks, Director, Legislative Budget Board IN RE:SB1479 by Garcia (Relating to reasonable break times and facilities for school district educators expressing breast milk.), As Introduced No fiscal implication to the State is anticipated. The bill would require a school district to provide break time at appropriate intervals for an educator to express breast milk for the educator's child who is under one year of age and to provide a room or location in close proximity to the educator's work area, other than a toilet stall or restroom, with an electrical outlet and locking door for expressing breast milk. Local Government Impact School districts that do not already accommodate employees expressing breast milk may experience some administrative costs. Administrative costs would vary depending on whether the facility already had a suitable location for expressing breast milk. There could also be administrative costs to school districts to accommodate reasonable breaks each time an employee needed to express breast milk.
