This bill would amend Education Code by adding a requirement that institutions must treat an applicant who has successfully completed a nontraditional secondary education equivalent to the same general standards, including specific standardized testing score requirements, as other applicants who have graduated from a public high school. The changes would apply beginning with admissions to a public institution of higher education for the 2016 fall semester. This analysis assumes that any costs for institutions of higher education to implement the provisions of the bill could be absorbed within current resources.
