       AUTHOR'S / SPONSOR'S STATEMENT OF INTENT   S.B. 654, 83rd Legislature, Regular Session, 2013, authorizes municipalities to bring a civil action to enforce animal control and water conservation ordinances. However, while the law currently provides for the enactment of such ordinances, it is unclear whether they may be enforced by a building standards commission panel. Accordingly, S.B. 1552 explicitly grants a city's building standards commission panel the authority to take action related to animal care and water ordinances.   As proposed, S.B. 1552 amends current law relating to additional functions of a commission panel of a municipal building and standards commission.   RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.   SECTION BY SECTION ANALYSIS   SECTION 1.  Amends Subchapter C, Chapter 54, Local Government Code, to authorize a commission panel of a municipal building and standards commission to make certain orders, determinations, and declarations, including to order action to be taken as necessary to remedy, alleviate, remove, or abate, violations of ordinances relating to animal care and control or water conservation measures, including water restrictions.   SECTION 2.  Effective date: upon passage or September 1, 2015. 

 

 

 

AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

S.B. 654, 83rd Legislature, Regular Session, 2013, authorizes municipalities to bring a civil action to enforce animal control and water conservation ordinances.
