                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            April 21, 2015      TO: Honorable Eddie Lucio Jr., Chair, Senate Committee on Intergovernmental Relations      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB1679 by Huffines (Relating to certain requirements relating to municipal building codes.), As Introduced    No fiscal implication to the State is anticipated.  The bill would amend the Local Government Code to require certain procedures for adopting local amendments to the International Building Code or any other building code to include the preparation of a cost-benefit analysis and two public hearing on each amendment. The bill would require the procedures to be completed before any building code amendment could be adopted.  Local Government Impact There would be costs to a local entity to comply with the provisions of the bill. The costs would depend on the resources of a local entity and the proposed amendments to a building code.The City of Corpus Christi reported there would be costs totaling an estimated $93,000 in Fiscal Year (FY) 2016 including costs of outside consults to perform a cost-benefit analysis and to hold public meetings. The City reported estimated yearly costs of $13,800 in FY 2016 to FY 2020. The city reported there are approximately 600 local amendments to building codes.
