The bill would require the Department of Information Resources (DIR) to conduct a study to determine the feasibility of implementing new identification and access requirements for certain information that is electronically stored by the state, including personal identifying information and sensitive personal information, as those terms are defined in Section 521.002 of the Business and Commerce Code. The bill specifies the scope of the study and its content and directs DIR to collaborate with other agencies to consider the needs or concerns specific to those agencies. A report of the study with recommendations would be due to certain leadership not later than November 30, 2016. DIR estimates there would be a cost to conduct the study and produce the report. It is assumed that these costs could be absorbed within existing resources. Local Government Impact No fiscal implication to units of local government is anticipated.
