Fiscal Analysis

The bill would require the Texas Education Agency to develop or contract for the development of interactive electronic tutorials for each end-of-course (EOC) assessment instrument and to make the EOC tutorials available through the state virtual school network not later than school year 2016-17. The bill specifies that a public school student cannot be charged to access an EOC tutorial or materials used in conjunction with an EOC tutorial as directed by the bill.The bill would take effect September 1, 2015, or immediately if passed within the necessary voting margins.

Methodology

Contracting for the development of interactive electronic tutorials for each end-of-course (EOC) assessment would result in a cost of $1,875,000 in fiscal year 2016.This estimate assumes the Texas Education Agency (TEA) would contract for development of the EOC tutorials. Based on information provided by TEA, development of a tutorial would cost an estimated $375,000 per EOC assessment, totaling $1,875,000 for development of all five EOC assessments in fiscal year 2016.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
