                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            April 13, 2015      TO: Honorable Larry Taylor, Chair, Senate Committee on Education      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB1897 by Taylor, Larry (Relating to the powers and duties of the commissioner of education regarding open-enrollment charter schools.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would allow the Commissioner of Education to grant more than one charter for an open-enrollment charter school or charter holder if the additional charter would serve a different student population from the charter holder's existing open-enrollment charter school or schools.The bill would provide for reconstitution of a charter school governing body instead of revocation or expiration of the charter.Based on the analysis of the Texas Education Agency, duties and responsibilities associated with implementing the provisions of the bill could be accomplished without a significant increase in funding. Local Government Impact Open-enrollment charter schools could apply for multiple charters to serve different purposes or distinct student populations from the initial charter. Open-enrollment charter schools subject to expiration or revocation could apply to the commissioner to reconstitute to governing body to remain open.  Charter operators holding multiple charters would have additional administrative costs for duplicative reporting and oversight.
