       AUTHOR'S / SPONSOR'S STATEMENT OF INTENT   As proposed, S.B. 1959 amends current law relating to peace officers commissioned by the State Board of Veterinary Medical Examiners.   RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.    SECTION BY SECTION ANALYSIS   SECTION 1. Amends Article 2.12, Code of Criminal Procedure, to add officers commissioned by the State Board of Veterinary Medical Examiners under Section 801.164, Occupations Code, to a list of individuals designated as peace officers.   SECTION 2. Amends Subchapter D, Chapter 801, Occupations Code, by adding Section 801.164, as follows:   Sec. 801.164. PEACE OFFICERS. (a) Authorizes the State Board of Veterinary Medical Examiners to commission as a peace officer to enforce this chapter an employee who has been certified as qualified to be a peace officer by the Texas Commission on Law Enforcement.   (b) Provides that an employee commissioned as a peace officer under this chapter has the powers, privileges, and immunities of a peace officer while carrying out duties as a peace officer under this chapter.   SECTION 3. Effective date: upon passage or September 1, 2015.

SECTION BY SECTION ANALYSIS
