Fiscal Analysis
The bill would implement the Sunset Advisory Commission recommendations concerning the functions of the University Interscholastic League (UIL). The bill would define the league as a state agency that is part of the University of Texas at Austin, specify the functions of the league, and require the league to submit all rules and procedures to the Commissioner of Education for approval or disapproval.The bill would discontinue the statewide steroid testing program and abolish the Interscholastic League Advisory Council.The bill would require school districts and open-enrollment charter schools participating in UIL athletic activities to report certain concussion-related information.The bill would take effect September 1, 2015.
Methodology
The steroid testing program, which subjects students participating in UIL athletic activities to random anabolic steroid testing, is funded solely by an appropriation to the Texas Education Agency for transfer to the UIL. Based on the level of appropriation in the 2014-15 biennium, discontinuing the steroid testing program is anticipated to result in an annual savings of $500,000.
Local Government Impact
The bill would require students to submit a "Preparticipation Physical Evaluation--Medical History" form to participate in UIL extracurricular athletic activities. This requirement is not expected to result in a fiscal impact to school districts as students are already required by UIL rule to complete an annual physical exam. The bill would require superintendents to provide the UIL a notarized statement reporting certain concussion-related information. This requirement is not expected to result in a significant fiscal impact to school districts or open-enrollment charter schools since the statements are submitted annually and the concussion information should be readily available to schools.
