                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            March 31, 2015      TO: Honorable Charles Schwertner, Chair, Senate Committee on Health & Human Services      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB354 by Nelson (Relating to the transfer to the Health and Human Services Commission of contracting authority for children's advocacy centers and volunteer advocate programs.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Family Code and the Transportation Code to transfer contracting authority for children's advocacy centers and volunteer advocate programs from the Office of the Attorney General (OAG) to the Health and Human Services Commission (HHSC). The bill would give HHSC the administrative, contracting, and rule-making authority related to these programs.  This analysis assumes program funding would remain constant with 2014-15 levels. The OAG has indicated there are no administrative costs associated with this transfer. HHSC has indicated a need for additional FTEs and administrative costs, however it is assumed that the provisions of the bill can be implemented within existing resources. The Department of Family and Protective Services has indicated that the bill has no fiscal impact on the agency. The bill would take effect September 1, 2015 Local Government Impact No fiscal implication to units of local government is anticipated.
