The parties believe this limitation means that a school is not required or encouraged to offer the training to a significant number of personnel who are present on a school campus during the majority of the school day. S.B. 382 seeks to address this issue. CRIMINAL JUSTICE IMPACT It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision. RULEMAKING AUTHORITY It is the committee's opinion that rulemaking authority is expressly granted to the State Board for Educator Certification in SECTION 1 of this bill. ANALYSIS S.B. 382 amends the Education Code to require the State Board for Educator Certification to adopt rules allowing an educator to receive credit towards the educator's continuing education requirements for completion of an instructional course on the use of an automated external defibrillator that meets the guidelines for automated external defibrillator training approved under the Health and Safety Code. EFFECTIVE DATE On passage, or, if the bill does not receive the necessary vote, September 1, 2015.
