                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            March 18, 2015      TO: Honorable Kevin Eltife, Chair, Senate Committee on Business & Commerce      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB641 by Schwertner (Relating to debit card or stored value card surcharges; providing a civil penalty.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would amend the Finance Code to provide a civil penalty for persons who knowingly violate the prohibition against imposing a surcharge on purchases of goods and services with a debit or store value card.  The Office of the Attorney General indicated the costs associated with implementation of the bill could be absorbed with existing resources.
