The bill would require the governing body of a state agency or the officer who governs a state agency to adopt a training manual. The manual would provide guidance on rulemaking, communications with registered lobbyists, conflicts of interest, and rules and state laws that are applicable to the governing body members or officer. Local Government Impact No fiscal implication to units of local government is anticipated.
