As proposed, S.B. 680 amends current law relating to the sale of alcoholic beverages in areas annexed or owned by certain municipalities. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 251.72, Alcoholic Beverage Code, to add Section 251.725 to a list of sections that are an exception to the provision in this section. Makes no further change to this section. SECTION 2. Amends Subchapter D, Chapter 251, Alcoholic Beverage Code, by adding Section 251.725, as follows: Sec. 251.725. CHANGE OF STATUS FOR TERRITORY ANNEXED OR OWNED BY CERTAIN MUNICIPALITIES. (a) Provides that this section applies only to a municipality that: (1) is partially located in three counties, two of which have a population of 1.8 million or more; (2) is primarily located in a county with a population of 1.8 million or more; and (3) has within its boundaries all or part of an international airport operated jointly by two municipalities. (b) Provides that notwithstanding any other law: (1) an area annexed to a municipality to which this section applies assumes the wet or dry status of that municipality; and (2) an area contiguous to and owned by a municipality to which this section applies assumes the wet or dry status of that municipality. SECTION 3. Provides that the change in law made by this Act applies to an area annexed or acquired by a municipality before, on, or after the effective date of this Act. SECTION 4.
