The bill would amend Chapter 501 of the Health and Safety Code to classify a liquid substance used to fill an electronic cigarette as a hazardous substance. The Department of State Health Services indicates that rulemaking, inspection, and enforcement activities required to implement the provisions of the bill could be absorbed within the agency's existing resources. This analysis assumes there would not be a significant increase in the number of entities required to register and pay registration fees as a result of the implementation of the bill. Local Government Impact No fiscal implication to units of local government is anticipated.
