The bill would amend the Government Code to permit magistrates to release on bond persons charged with violations of parole or mandatory supervision in certain circumstances. The bill would also require the Board of Pardons and Paroles to follow certain procedures when persons released on bond violate conditions of release. The Office of Court Administration, Board of Pardons and Paroles, Texas Department of Criminal Justice, and Texas Commission on Jail Standards indicate the bill's provisions would not result in a significant fiscal impact to the state. Local Government Impact There would be cost savings to counties due to reduced jail populations. The savings to a county would depend on the number of individuals released on bond under certain circumstances.Harris County reported an estimate of 60 inmates of the county jail population would qualify for a summons under the bill. The county estimated a savings of $1.62 million in fiscal year 2016.
