                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            May 22, 2015      TO: Honorable Jimmie Don Aycock, Chair, House Committee on Public Education      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB892 by Seliger (relating to educator preparation programs and teacher certification examinations.), Committee Report 2nd House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would require that the overall grade point average (GPA) of a class admitted to an Educator Preparation Program (EPP) be at least 3.0 on a four-point scale or the equivalent or a higher GPA as prescribed by the State Board for Educator Certification, excluding career and technology education students. The bill would also decrease the GPA requirement for an individual to be admitted into an EPP to 2.50. The bill would add additional data reporting requirements for an EPP. The bill would limit the number of times a person could attempt a certification exam to four.  Based on the analysis of the Texas Education Agency and institutions of higher education, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.  Local Government Impact No significant fiscal implication to units of local government is anticipated.
