It is unknown how many people would no longer pay surcharges under the Driver Responsibility Program given reduced consequences. The bill would remove the suspension of a person's driver's license if the person fails to pay the driver's license surcharge under the Driver Responsibility Program. The Comptroller of Public Accounts estimates that more people may become delinquent in paying driver's license surcharges if nonpayment would no longer result in license suspension. The number of people who would not pay the surcharge as a result of the bill's provisions is unknown, therefore the fiscal impact cannot be determined. The Department of Public Safety reports that systems analysis and programming changes would be needed as a result of this bill; the cost of these changes could be absorbed using existing resources.
