       AUTHOR'S / SPONSOR'S STATEMENT OF INTENT   Certain farm vehicles, such as manure spreaders and livestock feed trucks, are presently not exempted from the width requirements under current law imposed by Section 621.201, Transportation Code.    S.B. 971 defines "implements of husbandry," which are exempt from the width requirement, to include motor vehicles designed or modified and used exclusively to transport to the field and spread fertilizer or manure or to deliver feed to livestock.    As proposed, S.B. 971 amends current law relating to requirements for certain farm vehicles when operating on a highway.   RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.    SECTION BY SECTION ANALYSIS   SECTION 1. Amends Section 541.201(6), Transportation Code, to redefine "implement of husbandry."    SECTION 2. Amends Section 622.901, Transportation Code, as follows:   Sec. 622.901. WIDTH EXCEPTIONS. (a) Defines "farm tractor" and "implement of husbandry" for the purposes of this section.   (b) Creates this subsection from existing text and makes no further change.    SECTION 3. Effective date: September 1, 2015.  

 

 

 

AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Certain farm vehicles, such as manure spreaders and livestock feed trucks, are presently not exempted from the width requirements under current law imposed by Section 621.201, Transportation Code. 

 

S.B. 971 defines "implements of husbandry," which are exempt from the width requirement, to include motor vehicles designed or modified and used exclusively to transport to the field and spread fertilizer or manure or to deliver feed to livestock. 

 

As proposed, S.B. 971 amends current law relating to requirements for certain farm vehicles when operating on a highway.

 

RULEMAKING AUTHORITY

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Section 541.201(6), Transportation Code, to redefine "implement of husbandry." 

 

SECTION 2. Amends Section 622.901, Transportation Code, as follows:

 

Sec. 622.901. WIDTH EXCEPTIONS. (a) Defines "farm tractor" and "implement of husbandry" for the purposes of this section.

 

(b) Creates this subsection from existing text and makes no further change. 

 

SECTION 3. Effective date: September 1, 2015.
