The bill would amend the Health and Safety Code relating to restrictions on the assessment of the fee charged for issuance of certain birth records. The bill would require that a certified copy of a birth record be issued without a fee to an applicant who appears in person to obtain the record and states that it is for the purpose of obtaining an election identification certificate. A local registrar or county clerk would be entitled to a payment from the Department of State Health Services (DSHS) in the amount of any currently allowable fees. DSHS indicates that provisions of the bill would not have a significant fiscal impact. Local Government Impact No significant fiscal implication to units of local government is anticipated.
