                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            May 13, 2015      TO: Honorable Myra Crownover, Chair, House Committee on Public Health      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB983 by Bettencourt (Relating to restrictions on the assessment of the fee charged for issuance of certain birth records.), As Engrossed    No significant fiscal implication to the State is anticipated.  The bill would amend the Health and Safety Code relating to restrictions on the assessment of the fee charged for issuance of certain birth records. The bill would require that a certified copy of a birth record be issued without a fee to an applicant who appears in person to obtain the record and states that it is for the purpose of obtaining an election identification certificate. A local registrar or county clerk would be entitled to a payment from the Department of State Health Services (DSHS) in the amount of any currently allowable fees. DSHS indicates that provisions of the bill would not have a significant fiscal impact.  Local Government Impact No significant fiscal implication to units of local government is anticipated.
