 A BILL TO BE ENTITLED
 AN ACT
 relating to a requirement that the General Land Office and the Texas
 Water Development Board conduct a study regarding the use of wind
 and solar power to develop and desalinate brackish groundwater.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  (a)  The General Land Office and the Texas Water
 Development Board shall jointly conduct a study regarding the use
 of wind and solar power to develop and desalinate brackish
 groundwater.
 (b)  The General Land Office and the Texas Water Development
 Board may coordinate with a research division of a university in
 conducting the study.
 SECTION 2.  Not later than December 31, 2016, the General
 Land Office and the Texas Water Development Board shall report the
 results of the study conducted under this Act to the governor and
 the legislature.
 SECTION 3.  This Act takes effect immediately if it receives
 a vote of two-thirds of all the members elected to each house, as
 provided by Section 39, Article III, Texas Constitution.  If this
 Act does not receive the vote necessary for immediate effect, this
 Act takes effect September 1, 2015.
