SENATE RESOLUTION NO. 203 WHEREAS, The Senate of the State of Texas is pleased to recognize Michael W. Alford, who is retiring as district engineer for the Houston District of the Texas Department of Transportation after a distinguished career; and WHEREAS, Mr. Alford was introduced to transportation engineering in 1979, when he worked as a survey party member in La Marque while attending Texas A&M University; after graduation, he became a full-time employee of the La Marque Residency, and in 1988, he moved to the District Construction Office; he progressed through the ranks into area and district engineering positions, and in 1998, he became the director of maintenance for the Houston District of the Texas Department of Transportation, the largest district in the state; he has served as the Houston District engineer since November of 2011; and WHEREAS, An exceptionally talented administrator and engineer, Mr. Alford is the only district engineer to achieve a billion dollar letting in two consecutive years; he is noted for his outstanding leadership during times of emergency and for a remarkable record of safety at projects under his direction; and WHEREAS, Michael Alford is a distinguished leader in his field, and his expertise in construction and maintenance will fortunately have a positive impact on the work of the many young engineers he has mentored over the years; now, therefore, be it RESOLVED, That the Senate of the State of Texas, 84th Legislature, hereby commend Michael W. Alford on his outstanding career with the Houston District of the Texas Department of Transportation and extend to him best wishes for the future; and, be it further RESOLVED, That a copy of this Resolution be prepared for him as an expression of esteem from the Texas Senate.
