SENATE RESOLUTION NO. 792
WHEREAS, The observation of National Foster Care Month in
May 2015 offers a fitting opportunity to recognize those selfless
individuals who help children and youth in foster care find
permanent homes and relationships; and
WHEREAS, Established in 1988, National Foster Care Month
serves to raise awareness of the needs of foster children and to
encourage individuals, agencies, and organizations to take an
active role in the foster care system to ensure seamless support
for the country's most vulnerable citizens; with the theme "Get
to Know the Many Faces of Foster Care," this year's National
Foster Care Month is highlighting the diversity of the children,
youth, families, and professionals involved in the foster care
system as well as the various forms that permanence for foster
children can take: kinship care, guardianship, or lifelong
personal connections through adoption; and
WHEREAS, Currently, there are nearly 400,000 minors in the
United States foster care system and more than 30,000 in Texas;
over half of the children in foster care return to their parents,
but many others remain in the system, waiting an average of three
years before being adopted; a significant percentage of those
eligible for adoption age out of the system without ever finding
a permanent home; and
WHEREAS, By taking foster children into their hearts as
well as their homes, adoptive and foster parents are not only
providing a safe, stable, and supportive environment for those
children to grow up in but are also helping them to develop a
sense of confidence and self-worth and hope for a brighter
future; now, therefore, be it
RESOLVED, That the Senate of the State of Texas, 84th
Legislature, hereby recognize May 2015 as National Foster Care
Month and extend profound appreciation to all who are engaged in
providing care to foster children.
