                    BILL ANALYSIS             H.B. 1014     By: Alonzo     Pensions     Committee Report (Unamended)             BACKGROUND AND PURPOSE    Concerns have been raised that retirees of the Employees Retirement System of Texas (ERS) are not afforded an opportunity to serve as an elected member of the ERS board of trustees. H.B. 1014 seeks to address these concerns by making an ERS retiree eligible to serve as an elected member of the ERS board.       CRIMINAL JUSTICE IMPACT   It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 1014 amends the Government Code to make a retiree of the Employees Retirement System of Texas (ERS) eligible to serve as an elected member of the ERS board of trustees and to limit to one the number of elected board members who may be a retiree.        EFFECTIVE DATE    September 1, 2017.
