                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            April 2, 2017      TO: Honorable Dan Huberty, Chair, House Committee on Public Education      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB1033 by Burns (Relating to a federal waiver to exempt public school students with significant cognitive disabilities from annual assessment requirements imposed by federal law.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would require the Texas Education Agency (TEA) to apply for a federal waiver, by January 1, 2018, from the annual alternate assessment of students with significant cognitive disabilities required under the Every Student Succeeds Act and the Individuals with Disabilities Education Act. The bill would take effect September 1, 2017.TEA indicates it could absorb the costs associated with the bill within existing resources.
