                    BILL ANALYSIS             C.S.H.B. 1081     By: Arvalo     Public Education     Committee Report (Substituted)             BACKGROUND AND PURPOSE    Interested parties have expressed concern about state funds allocated for new instructional facilities not being fully utilized and the need for funding to allow a school district to furbish an existing facility that has never been used for instructional purposes or to refurbish an existing instructional facility for a new instructional purpose. C.S.H.B. 1081 seeks to address these concerns by extending eligibility for state funding for these types of facilities.        CRIMINAL JUSTICE IMPACT   It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    C.S.H.B. 1081 amends the Education Code to include as facilities considered to be a new instructional facility for purposes of the new instructional facility allotment, a newly constructed instructional facility, a repurposed instructional facility, and a leased facility operating for the first time as an instructional facility with a minimum lease term of not less than 10 years.        EFFECTIVE DATE    September 1, 2017.       COMPARISON OF ORIGINAL AND SUBSTITUTE   While C.S.H.B. 1081 may differ from the original in minor or nonsubstantive ways, the following comparison is organized and formatted in a manner that indicates the substantial differences between the introduced and committee substitute versions of the bill.
