The bill would require institutions of higher education to develop a comprehensive prevention and outreach program on campus sexual assault, family violence, and stalking. Institutions would be required to provide students and organizations with information about campus sexual assault, family violence, and stalking policies. An institution of higher education would be prohibited from receiving state funding in a fiscal year following a determination by the Texas Higher Education Coordinating Board that the institution failed to comply with the requirements of the bill.Based on an analysis of agency responses, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by using existing resources.The bill would take immediate effect if it received a two-thirds vote in each house of the Legislature. Otherwise, it would take effect September 1, 2017. The bill would apply beginning with the 2018 spring semester. Local Government Impact No significant fiscal implication to units of local government is anticipated.
