The bill would repeal and replace the subchapter of the Health and Safety Code addressing unlawful restraint of dogs and would prohibit a broader range of restraints. A violation of the subchapter would remain a Class C misdemeanor, and the bill would make a repeat violation a Class B misdemeanor. The Office of Court Administration anticipates that the provisions of the bill could be implemented using existing resources. Local Government Impact No significant fiscal implication to units of local government is anticipated.
