                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            March 11, 2017      TO: Honorable Four Price, Chair, House Committee on Public Health      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB1156 by Davis, Sarah (Relating to the unlawful restraint of a dog; creating an offense.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would repeal and replace the subchapter of the Health and Safety Code addressing unlawful restraint of dogs and would prohibit a broader range of restraints.  A violation of the subchapter would remain a Class C misdemeanor, and the bill would make a repeat violation a Class B misdemeanor.  The Office of Court Administration anticipates that the provisions of the bill could be implemented using existing resources. Local Government Impact No significant fiscal implication to units of local government is anticipated.
