The bill would amend the Civil Practice and Remedies Code extending the limited liability of certain utilities to counties with a population of 550,000 or more that border a county with a population of four million or more. The bill would take effect immediately if it receives a two-thirds vote in each house; otherwise, the bill would take effect September 1, 2017.According to the Office of Court Administration, the bill would expand a source of civil immunity and may therefore decrease litigation of certain claims, but no significant fiscal impact to the state or local court system is anticipated.
