                    BILL ANALYSIS             H.B. 1288     By: Rose     County Affairs     Committee Report (Unamended)             BACKGROUND AND PURPOSE    Interested parties note that professional brokers are better equipped to efficiently advertise and list tracts of county-owned real property for lease than the applicable county. H.B. 1288 seeks to provide a county with the authority to use such a broker for leasing certain county property.        CRIMINAL JUSTICE IMPACT   It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 1288 amends the Local Government Code to authorize the commissioners court of a county to contract with a broker to lease a tract of real property that is owned by the county in the same manner that the commissioners court may contract with a broker to sell such a tract.        EFFECTIVE DATE    On passage, or, if the bill does not receive the necessary vote, September 1, 2017.
