                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            March 21, 2017      TO: Honorable Sarah Davis, Chair, House Committee on General Investigating & Ethics      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB1384 by Davis, Sarah (Relating to contributions and expenditures made in connection with a campaign for speaker of the house of representatives.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Government Code to repeal sections related to contributions and expenditures made in connection with a campaign for speaker of the House of Representatives. The bill would also remove the knowing acceptance of a contribution to a speaker candidate from an organization from the current list of Class A misdemeanor offenses. The provisions of the bill are not anticipated to have a significant fiscal impact.The bill would take effect immediately upon receiving A two-thirds majority vote in each house. Otherwise, the bill would take effect September 1, 2017.  Local Government Impact The bill would repeal a class A Misdemeanor. A Class A misdemeanor is punishable by a fine of not more than $4,000, confinement in jail for a term not to exceed one year, or both. Lost revenue from reduced fines imposed and collected is not anticipated to have a significant fiscal impact.
