                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            March 17, 2017      TO: Honorable Larry Phillips, Chair, House Committee on Insurance      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB1428 by Smithee (Relating to mediation of the settlement of certain out-of-network health benefit claims involving balance billing for members of the Teacher Retirement System of Texas.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Insurance Code, Section 1467, to require the Teacher Retirement System (TRS) to mediate the settlement of certain out-of-network health benefit claims involving balance billing for members of TRS. It is assumed that all duties and responsibilities necessary to implement the provisions of the bill would have no significant fiscal impact and could be accomplished utilizing existing staff and resources, based on information reported by the Teacher Retirement System and the Texas Department of Insurance. Local Government Impact No significant fiscal implication to units of local government is anticipated.
