                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            May 2, 2017      TO: Honorable Lois W. Kolkhorst, Chair, Senate Committee on Administration      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB1440 by Bell (Relating to the creation of the Montgomery County Municipal Utility District No. 154; granting a limited power of eminent domain; providing authority to issue bonds; providing authority to impose assessments, fees, and taxes.), As Engrossed    No fiscal implication to the State is anticipated.  The bill would create the Montgomery County Municipal Utility District No 154. The bill would establish the board, the rules governing the election of the board, the duties, powers, bond authority, tax authority, and boundaries of the district. The district would not have eminent domain power.The bill would take effect immediately if it receives two-thirds vote in both chambers; otherwise, it would take effect September 1, 2017.
