The bill would amend the Special District Local Laws Code adding the Montgomery County Municipal Utility District No. 130. The district would have authority for road projects including the issuing of bonds. The bill would take effect immediately if it receives a two-thirds vote in each house; otherwise, it would take effect September 1, 2017.
