The bill would amend the Natural Resources Code to remove the requirement that the General Land Office (GLO) assess a fee to obtain a discharge prevention and response certificate for oil handling facilities.  There are 575-600 oil handling facilities in Texas and they are certified for five-year periods, for which GLO assesses a $25 fee.  Based on the average certification fee revenue for fiscal years 2012 to 2016, GLO projects this bill will result in a revenue loss of $3,260 per fiscal year. Based on the analysis of GLO and the Comptroller of Public accounts, the revenue loss resulting from the certification fee not being collected would not result in a significant fiscal impact. Local Government Impact No significant fiscal implication to units of local government is anticipated.
