                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            April 11, 2017      TO: Honorable Byron Cook, Chair, House Committee on State Affairs      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB1489 by Johnson, Eric (Relating to restricting salary increases and bonuses given to the administrative head of certain state agencies.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend Government Code to prohibit salary increases or bonuses to administrative heads of state agencies unless the agency meets goals relating to contracting with historically underutilized businesses. The Comptroller of Public Accounts indicates that, while the exact effect on state payroll costs cannot be determined, the impact of the bill would not be significant. The bill would be effective September 1, 2017.  Local Government Impact No significant fiscal implication to units of local government is anticipated.
