H.B. 1515 seeks to address this issue by providing for the postponement of the expiration of applicable statutory provisions.    H.B. 1515 amends current law relating to the expiration of the dry cleaner environmental response program.   RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.   SECTION BY SECTION ANALYSIS   SECTION 1. Amends Sections 374.253(a), (b), and (c), Health and Safety Code, as follows:    (a) Provides that this chapter (Dry Cleaner Environmental Response) expires September 1, 2050, rather than September 1, 2021.   (b) Changes a reference to September 1, 2021, to September 1, 2050.   (c) Makes a conforming change.   SECTION 2. Effective date: September 1, 2017.

AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Interested parties note the need to extend the life of the dry cleaner environmental response program (program) to allow the program to continue the corrective action process for contaminated sites in Texas. H.B. 1515 seeks to address this issue by providing for the postponement of the expiration of applicable statutory provisions. 

 

H.B. 1515 amends current law relating to the expiration of the dry cleaner environmental response program.

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Sections 374.253(a), (b), and (c), Health and Safety Code, as follows: 

 

(a) Provides that this chapter (Dry Cleaner Environmental Response) expires September 1, 2050, rather than September 1, 2021.

 

(b) Changes a reference to September 1, 2021, to September 1, 2050.

 

(c) Makes a conforming change.

 

SECTION 2. Effective date: September 1, 2017.
