                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            April 4, 2017      TO: Honorable Lyle Larson, Chair, House Committee on Natural Resources      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB1536 by Farrar (Relating to a study and report by the Texas Commission on Environmental Quality on the use of green stormwater infrastructure in this state.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Texas Water Code, Section 5.136 to define "green stormwater infrastructure", and to require the Texas Commission on Environmental Quality (TCEQ) to study the installation and use of green stormwater infrastructure in the state of Texas. The bill would require TCEQ to include, as part of the agency's biennial reports to the Governor and members of the legislature on TCEQ activities during the preceding fiscal biennium, a written report that includes an estimate on the amount of stormwater managed using green stormwater infrastructure; a description of barriers to installing and using green stormwater infrastructure; recommendations to increase installation and use; goals for increased installation and use; and progress made toward achieving such goals from the previous biennium's report.  TCEQ estimates there would be a minimal cost associated with implementing the provisions of the bill. Local Government Impact No significant fiscal implication to units of local government is anticipated.
