                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION   Revision 1         April 27, 2017      TO: Honorable Lyle Larson, Chair, House Committee on Natural Resources      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB1536 by Farrar (relating to a biennial report on stormwater infrastructure in this state.), Committee Report 1st House, Substituted    No significant fiscal implication to the State is anticipated.  The bill would amend the Texas Water Code, Section 5.136 to define "green stormwater infrastructure", also known as "low impact development", and to require the Texas Commission on Environmental Quality (TCEQ) to appoint a Green Stormwater Infrastructure and Low Impact Development Report Group each biennium, with members drawn from specified affected groups by TCEQ. The group would be required to produce a written report relating to green stormwater infrastructure use in the state of Texas. TCEQ would be required to publicly solicit information to support preparation of the report and cooperate with the group in providing the necessary information. Not later than January 1 of the second year of the state fiscal biennium, the group would be required to submit the report to each member of TCEQ, the governor, the lieutenant governor, the speaker of the house of representatives, and each member of the legislature. TCEQ estimates that implementing the provisions of the bill could be done using existing resources.
