Morrison, Chair, House Committee on Transportation      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB1558 by Simmons (Relating to conformity with State and Local procurement processes.), As Introduced    No fiscal implication to the State is anticipated.  The bill would amend the Transportation Code relating to the negotiation of contracts without competitive sealed bids or proposals. The bill would clarify that items from only one source because of patents, copyrights, secret processes, or natural monopolies (i.e., gas, water and other utility services, and captive replacement parts or components for equipment) may be purchased without competitive sealed bids or proposals. Local Government Impact According to Denton County Transportation Authority, no fiscal impact is anticipated.
