                    BILL ANALYSIS             H.B. 1631     By: King, Ken     County Affairs     Committee Report (Unamended)             BACKGROUND AND PURPOSE    Interested parties note that in a county with a small population it is sometimes burdensome to fulfill a petition requirement to qualify for a place on the ballot as a candidate for director of a hospital district. H.B. 1631 seeks to address this issue with regard to the Ochiltree County Hospital District by providing for a ballot application.       CRIMINAL JUSTICE IMPACT   It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.       RULEMAKING AUTHORITY    It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.       ANALYSIS    H.B. 1631 amends the Special District Local Laws Code to change the document that a person who wants to have the person's name printed on the ballot as a candidate for the office of member of the board of directors of the Ochiltree County Hospital District must file with the board secretary from a petition requesting that action to an application in accordance with Election Code provisions relating to a candidate for an office of a political subdivision other than a county or city.       EFFECTIVE DATE    September 1, 2017.
