                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION            May 22, 2017      TO: Honorable Larry Taylor, Chair, Senate Committee on Education      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:HB1640 by Vo (Relating to ensuring continuity of education for homeless children and foster care youth and access to higher education, career information, and skills certification for foster care youth and former foster care youth.), As Engrossed    No significant fiscal implication to the State is anticipated.  The bill would amend the Education Code and Family Code relating to ensuring continuity of education for homeless children and foster care youth and access to higher education, career information, and skills certification for foster care youth and former foster care youth. Based on information provided by the Department of Family and Protective Services, Texas Workforce Commission, Texas Education Agency, Texas A&M University System, and University of Texas System, this analysis assumes that the duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.The bill would take effect immediately upon a vote of two-thirds of each house, otherwise this bill would take effect September 1, 2017. Local Government Impact According to the Texas Association of Counties, the bill would have no significant fiscal impact on counties.
