The bill would amend Texas Water Code, Section 13.146 to instruct the Texas Commission on Environmental Quality (TCEQ) to implement rules to require a retail public utility that provides potable water service to 3,300 or more connections to designate a person as the water conservation coordinator responsible for implementing the water conservation plan. This water conservation plan is required by current law to be submitted to the executive administrator of the Texas Water Development Board (TWDB). The bill would require that this water conservation coordinator be identified in writing to the executive administrator of TWDB. The analysis of TCEQ indicates that duties and responsibilities associated with implementing the provisions of the bill could be accomplished utilizing existing resources. Local Government Impact No significant fiscal implication to units of local government is anticipated.
